Jack "KBBQ" Chen addressed the situation on a larger scale, saying that with ACE currently governing Chinese Dota in the way they currently do, another story like that of Wings Gaming is almost impossible.

While the ACE ban would mean that the Wings players would be unable to play in China, the ban does not extend to Valve events, or any event or team outside of ACE's control for that matter, meaning that the former Wings players could technically leave China to play.
With only iceice's post to go on, the exact details of the alleged ban are unknown.
