Invictus Gaming will not be attending the Frankfurt Majors after complications arose for cn Su 'super' Peng's passport. Invictus Gaming did not register any subsitutes before the roster lock at the beginning of September and thus their spot will be given to another team. We take a look at the situation and explain what exactly has caused Super's passport issues and why it won't be a quick fix.

Super's passport was not extended due to problems with his Hukou (explained below), and due to the players being unable to agree on who should be their substitutes, did not submit any ahead of the roster lock. The two issues now mean iG will be replaced, with iG admitting they did not seriously deal with Super's Hukou problem and were too optimistic it could be resolved easily.

"It’s difficult to describe the feeling," said one of iG's management on their pfficial Weibo post on the subject. "It’s a big loss for IG Dota2 players to not join the Fall Majors. For iG dota2 fans, it’s also a hard fact to accept. Players have shown understanding but we still feel very guilty and would like to apologise to our fans. About the hukou problem, we truly did our best, but still did not manage to get the right result. After getting Su Peng's (Super) permission, we have explained the problem here and perhaps it could help clarify the situation."

What is Hukou? What does it have to do with Super's passport?

Background:
As an FYI the Hukou is an internal passport in China based on the old Soviet system which classes people as either rural or urban, so for example if a citizen holds a rural Hukou and went to work in another province or in a urban area, he would be classed as a migrant.

Last week China lifted it's one-child policy, but before that if a family had additional children and were not willing to pay the fine, they would not be issued a Hukou, meaning according to the system they would essentially not exist.

It is therefore extremely important in China's administrative work. According to the official post on Weibo, Super was unable to apply for a new passport because his Hukou was not in order.

Super's case
As a child Super had a Fujian Hukou until middle school when his family moved to Xinjiang province to live for his middle school but his parents did not transfer the Hukou to that region as they should have done. When Super was about to attend China's most important exam the Gaokao, which will determine what kind of university he can attend, his family was told at that time only individuals possessing Xinjiang Hukou can join the exam.

In that emergency situation his parents made a new Hukou for Xinjiang province in order for him to participate in the exam. This has left him with two Hukous which is against the rules, but it was not until now when he applied for a new passport that this duplicate has become a major problem. Therefore, until he cancels the non-standard Xinjiang Hukou he is suspended from applying for a new passport.

Furthermore, in order to cancel the Xinjiang Hukou he must travel to there and deal with the bureacracy surrounding it's cancellation. This may sound easy but Xinjiang and Fujian province are on opposite sides of China, I've included a map just to give you an idea.

With time of the essence there will be a limited number of options for replacements, but if they turn to who were the runners-up in the qualifiers then NiP could be a solid choice given the time constraints.
