Less than a week after Valve teased the 2015 iteration of the new bloom event and part three of the multi-faceted update has graced the official DOTA 2 blog. The update details its namesake, the new bloom event, and announces the latest hero to traverse the gap between DOTA and DOTA 2: Winter Wyvern. The update also includes 6.83C, a small balancing patch that focuses primarily on Axe and Juggernaut.
The Winter Wyvern commeth!

Winter Wyvern is the 110th hero to be added to DOTA 2, leaving only Arc Warden and Abyssal Underlord in the pool of un-added heroes. Although unlike Abyssal underlord, Wyvern was released into DOTA after the DOTA 2 beta was released, limiting her exposure to the DOTA 2 audience. His skillset introduces some foreign concepts to the DOTA 2 meta-game, with a reverse berserkers call amongst his arsenal. However, Winter Wyvern has yet to be released into the main client, so there is still time to familiarize yourself with the hero before his imminent integration into the DOTA 2 meta-game.

The release of Winter Wyvern is accompanied by 6.83C; a relatively small patch which, much like 6.83B, attempts to re-balance popular competitive heroes such as Axe and Juggernaut. However, the update also makes a number of quality of life updates; such as improved pathing, moving the ‘killed by’ text and a number of bug fixes. You can read the full patch notes here.

6.83C

  • Enabled Phantom Lancer in Captain's Mode [?]
  • Juggernaut's agility growth reduced from 2.85 to 2.4
  • Juggernaut's Healing Ward manacost rescaled from 80/100/120/140 to 120/125/130/135
  • Juggernaut's Bladefury manacost rescaled from 110 to 120/110/100/90
  • Axe's Berserker's Call no longer affects invulnerable units (like Cycloned units)
  • Axe's Berserker's Call no longer keeps the targets disabled if Axe dies while the targets still have the debuff
  • Axe's Culling Blade kill threshold reduced from 250/350/450 to 250/325/400 (Scepter from 300/450/625 to 300/425/550)
  • Vengeful Spirit's Wave of Terror duration reduced from 20 to 15 seconds
  • Dire Ancients spawn box restriction area is now a bit smaller

The CM Arcana has received a lot of attention already

The 2015 new bloom event also includes a host of cosmetic and economy updates; including changes to the item drop system that make ultra-rare drops more common, and improvements to victory predictions, with increased rewards and even prizes for losers. Item recycling has also been introduced, with players now able to convert their unwanted items into ‘new opportunities’. You can check out the full version of the new bloom update on the official DOTA 2 blog.
