This is prejudice. Not every brazillians or russians dont know how to behave in a game... paiN is not top tier, but NEXT.Kz, SGC and Keita are clans with some fan base around the world, and paiN won against them convincingly... paiN is not even the best brazilian team, that is vTi, which scrim a lot with european top teams.

While I do think Valve is doing a really nice job over spreading dota 2, I'd like to say that CNB has a long history in DotA. And yep, brazilians are quite strong, they're just not that organized and/or supported.
